Developing an Integrated Patient Information System to Assist Home Medical Care in Disaster-Affected Areas
Aiming to support post-disaster reconstruction processes and help solve issues regarding home medical care, the need for which is expected to continue to grow in an aging society, Fuji Xerox has developed a medical record management system that integrates paper and electronic medical records and enables access to patient information through tablet devices anytime, anywhere. In October 2013, the new system started full-scale operation in the Kamaishi Family Clinic (Director: Naohiro Terada), which provides home medical care service in Kamaishi City, Iwate Prefecture.
At the clinic, five doctors work on alternate shifts for outpatient and home care services. Their home care service covers almost the whole of the second medical area including Kamaishi City and Otsuchi Town and each doctor visits 20 to 30 homes a day. Before the introduction of the system, nurses prepared paper medical records of home care patients and doctors carried the documents with them during visits, which inevitably involved the risk of possible loss of the documents and other information management risks. In addition, initial responses to emergency calls after hours or holidays often had to be made with insufficient patient medical information. Thus, a system that could provide secure access to all the necessary medical records anytime, anywhere, was needed in order to deliver an effective 24/7 home care service.
Through the Innovative Revitalization Group it established in October 2011, Fuji Xerox, together with its sales companies in the regions affected by the Great East Japan Earthquake, has discussed and worked with medical associations, local governments, and medical service providers to pursue even better local medical care services there. As a result, we successfully developed a new patient information system for effective 24/7 home medical care in collaboration with medicinal practitioners. The system will be adopted by other medical institutions in disaster-affected areas. Through our business, the system will also help solve issues regarding regional medical services in Japan.
How the Integrated Patient Information System Is Used
Community Revitalization Efforts in Tono City, Iwate Prefecture
Launching the "Mirai Zukuri Camp" Community Revitalization Project
In the immediate wake of the Great East Japan Earthquake, Tono City in Iwate Prefecture, a city affected by the disaster, functioned as a logistics support center for disaster recovery and reconstruction activities. Although many volunteers, NPOs, and businesses were gathered in the city during that time, depopulation is actually a major problem in Tono City and revitalization of the community is a pressing task. Wishing to return the favor during the reconstruction support process, Fuji Xerox, led by its Innovative Revitalization Group and Communication Technology Laboratory, launched the Mirai Zukuri Camp in fall 2012, a community revitalization project to help solve the depopulation issue and create new value in Tono City.
Under the project, employees of Fuji Xerox visited the city during their tours of disaster-affected areas as part of the company's new employee and leadership training programs. At Tono Furusato Mura, a facility where a traditional farming village has been reproduced, as well as a local high school and other locations, we discussed with the local authorities, local residents, NPOs, volunteers, universities and other related parties how to build and increase the vibrancy of the city and explored and reviewed how Fuji Xerox should and could best make a contribution.
Evolving from Mirai Zukuri Camp to Mirai Zukuri College
Since its launch in fall 2012, the Mirai Zukuri Camp has been held every season to discuss community revitalization ideas, mainly in the fields of education, culture and folklore. The resulting action plan is centered around the creation of a revitalization promotion center by Fuji Xerox and Tono City. Located at the site of former Tsuchibuchi Junior High School, which was closed in spring 2013, the center, Tono Mirai Zukuri College, was planned to serve as a place for training sessions and research activities by businesses, public organizations, universities, and other organizations.
On April 8, 2014, the opening ceremony of Tono Mirai Zukuri College was held, with the signing of an agreement between Fuji Xerox and Tono City and related events were offered. Coming into its second year of operation in 2015, the College is currently conducting a variety of programs. These include training programs for businesses and organizations, research and publication of materials on folklore and folk culture, support for sixth industrialization, and promotion of green tourism. From the perspective of supporting disaster-affected areas, the College also hosts research workshops on local governments' backup logistical support in times of disaster.
The Joint Future Creation Program, in which our corporate issues are deliberated on with local communities, has developed greater depth with the participation of additional local governments and third-sector organizations. In the joint interdisciplinary program with universities, domestic and international students are holding social events centered in Tono City where the students including local high school students gather to enjoy socialization.
